Andrew S. Levine joined Donoghue, Barrett & Singal in 1994. He became a partner in 2010 and directs the firm's Health Law Regulatory practice. Andrew has had over 25 years’ experience in the healthcare field as a regulator, policy-maker and attorney.

Andrew represents a broad range of healthcare providers, including teaching and community hospitals, rehabilitation and long term care hospitals, behavioral health providers, healthcare systems, skilled care facilities, assisted living residences and other elder care providers, medical technology providers (MRI, radiation therapy, PET, proton beam, etc.), community health centers, EMS providers, allied health professionals, clinics, hospices, and home health agencies. He advises healthcare clients on an array of legal and regulatory matters, including transfers of ownership, essential service restructuring/closure filings, construction projects, medical technology acquisitions, systems development, mergers, joint ventures, sales and acquisitions, strategic affiliations and closures.

Andrew also counsels healthcare providers on state and federal regulatory matters and appears before such agencies as the Department of Public Health (DPH), the Health Policy Commission, the Office of Medicaid, the Department of Mental Health, the Executive Office of Health and Human Services, the Office of the Attorney General, the Executive Office of Elder Affairs and the Centers for Medicare and Medicaid Services. Matters include healthcare provider DPH licensure and Medicare certification proceedings; Determination of Need approvals for the transfer of ownerships of hospitals and ambulatory surgery centers; Determinations of Need approvals for hospital and nursing home construction projects as well for the acquisition of innovative services and new technology; DPH clinic and nursing home change in ownership proceedings; DPH architectural, plan review and licensure filings; state and federal agency quality of care enforcement actions; data breach incidents; EMTALA; Medicaid rate and provider contracting issues; drug diversions; state and federal registration; Medicaid fraud investigations; and Board of Registration actions.
